You could keep contact info in Address Book (which Neo can access as a data source), and relate the address book cards in Bento. If you are wanting to be able to access the contact info in NeoOffice for mail merges, etc., Bento might be your best option. There is still more I don't know about Base than I do know. As much as I've enjoyed learning how to use it (I'm the author of the "To Base and Back Again" tutorial series in the wiki), it is not for the faint of heart. Many of the features are undocumented, and there is less documentation available for it than the other modules. Many of the more advanced features are accessible only by writing macros.
